Google Ads Help is explicit:\u003C/p>\u003Cblockquote>Smart Bidding strategies require a standard 7-14 day learning phase to gather sufficient data and stabilize ad delivery.\u003C/blockquote>\u003Cp>And it names what resets that window: frequent manual changes to budgets, to targets (CPA or ROAS), or to conversion goals. Each change restarts the clock and delays optimization. Use insights to see demand shape; use the report itself when you are adding negatives.\u003C/p>\u003Ch2>Layer 4: two responsive search ads per ad group, judged by Ad Strength\u003C/h2>\u003Cp>Google&#39;s own tips for responsive search ads are unusually concrete:\u003C/p>\u003Cul class=\"list-bullet\">\u003Cli\n          class=\"\"\n          style=\"\"\n          value=\"1\"\n        >Implement \u003Cstrong>at least 2 responsive search ads\u003C/strong> per ad group with &quot;Good&quot; or &quot;Excellent&quot; Ad Strength, and a unique final URL for each one.\u003C/li>\u003Cli\n          class=\"\"\n          style=\"\"\n          value=\"2\"\n        >Advertisers who move Ad Strength from &quot;Poor&quot; to &quot;Excellent&quot; find \u003Cstrong>15% more clicks and conversions on average\u003C/strong>, per Google Ads Help.\u003C/li>\u003Cli\n          class=\"\"\n          style=\"\"\n          value=\"3\"\n        >Assets can be shown in any order, so each headline and description has to make sense on its own and in combination — and must not violate policy or local law.\u003C/li>\u003C/ul>\u003Cp>That last point is the practical constraint on writing copy: you are not writing one ad, you are writing parts that get assembled. Sentences that only work in a fixed sequence will eventually show up in a combination that reads badly. Pinning positions is available when a line genuinely must appear in a specific slot, but every pin narrows the combinations the system can test.\u003C/p>\u003Ch2>Layer 5: budget overdelivery is designed behavior, not a billing error\u003C/h2>\u003Cp>Per Google Ads Help, on a given day a campaign might spend \u003Cstrong>up to twice\u003C/strong> your average daily budget to take advantage of traffic fluctuations, and by the end of the month you will have spent no more than \u003Cstrong>30.4 times\u003C/strong> that average daily budget.\u003C/p>\u003Cp>There is also a separate case worth knowing: served costs — the cost of all clicks or impressions a campaign received — can exceed your daily or monthly limits, but Google states you never actually pay more than your spending limits.
